Implemented Allow .gifs from Gifs.com

Currently this site allows .gifs from Giphy
Giphy is a heavily sponsored website that produces memes
Gifs.com has features giphy does not, although giphy has features gifs.com does not
I prefer gifs.com, and I would appreciate if media from gifs.com was permitted to be posted

(props 2 Crim) You can't use MEDIA to upload gifs from gifs.com, but you can hyperlink an image from gifs.com and it'll work

Everyone who would like to use a gif from sites like that just use the steps in the post above^
