I think it is a great class to add. Gives a new strategy to the game. And opens the door to many other classes that can be added.
Scout was the best. Commander would've been fine if scout remained in the game.
Con: It encourages camping/stalling the enemies
Pros: It was one of the biggest updates back then. It gave me hope the developers would update the game more frequently.
And it's also fun to play as a Commander. Not sure if it hurt the game-balancing.

I think it hurt map gameplay.
Locked Inside became very drawish. Yet, maps like Suburban Course were designed to counter tight control of Commnder
